Need a $90k Municipal Broadband Consulting Contract?

I received the following email last week and stashed it in my unsolicited/read later folder. It turns out that it's actually a legitimate request for proposal from the World Bank. I've posted it in case any readers or casual bystanders might be interested and competent.
